Founded in 2014 by a group of volunteers passionate about addressing homelessness, we’ve managed to grow into a full-service nonprofit organization that’s focused on empowering individuals and families to rebuild their lives. And through community collaboration, personalized care, and unwavering commitment, we strive to create real solutions for those in need. Our Story:
Building Hope in Tracy, CA

Tracy Community Connections Center was founded in 2014 by a group of compassionate volunteers determined to address the growing homelessness problem in Tracy, CA. Recognizing the need for dedicated services, we received our official 501(c)3 status in 2015 and began partnering with local agencies, churches, hospitals, and community organizations to provide care for the unhoused.

Additionally, as the only nonprofit in Tracy that focuses exclusively on serving the homeless population, we’ve significantly expanded our services over the years. What started as an all-volunteer organization has grown into a full-service center with recuperative care, housing navigation, full-time case managers, and a street outreach team. We also offer a shower program three times a week to ensure access to basic hygiene services.

Today, TCCC is a trusted partner in the fight against homelessness, providing essential services and long-term solutions to help individuals and families regain stability.

Our mission is to empower individuals facing homelessness by providing access to the resources and support they need to regain stability, security, independence, and freedom. We believe that every person deserves dignity and respect, and we work tirelessly to ensure that those who seek our help receive the compassionate care they deserve. Our services include recuperative care, housing navigation, case management, a thrice-weekly shower program, and street outreach—all aimed at addressing both immediate and long-term needs. By collaborating with local agencies, hospitals, churches, and organizations, we create a network of support that fosters lasting change in our community.

Meet Our Staff

Carrie Grover

Carrie Grover
Executive Director/CEO

Bio

Carrie joined TCCC in February 2024 as our Executive Director. A long-time resident of Tracy, Carrie has previously served as the Executive Director of Tracy Interfaith Ministries and the Children’s Museum of Stockton. She is passionate about helping her community and is thrilled to lead TCCC.
Shiree Mccarty Hopkins

Shiree McCarty-Hopkins
Director of Programs

Bio

Shiree implements programs, systems, and efficiencies, ensures grants are fulfilled, oversees reporting and billing, and meets all contractual obligations. She and her husband serve as assistant pastors, and as a mother of three boys, she loves spending time with her children and deeply values family and faith.
Quynh Trosien

Quynh Trosien
Director of Communications

Bio

Quynh manages all social media platforms through posts and engagement, designs monthly newsletters and email communications, and manages donor data to support fundraising efforts. She recently graduated from UC Davis with a BA in sociology and is currently applying to law school. She enjoys spending time with her friends and family.
Cheryl Drace

Cheryl Drace
Case Manager

Bio

Cheryl works closely with those who are homeless or at risk of homelessness in securing and maintaining housing, while also helping them connect with community resources to address their financial, health, and employment needs. She recently graduated summa cum laude from Liberty University with a BS in Human Services. She enjoys watching her children dance and exploring California’s beautiful outdoors in her free time.
Heidi Broker

Heidi Broker
Case Manager

Bio

Heidi assists individuals who are homeless or at risk of homelessness in securing and maintaining housing, while also helping them connect with community resources to address their needs. Before joining TCCC, she nurtured her passion for serving others by spending years visiting nursing homes and volunteering with various community non-profits,. She loves spending time with her amazing kids and enjoys adventuring outdoors through backpacking, hiking, camping, swimming in the ocean, and exploring cities while traveling.
Gavin Strickland

Gavin Strickland
Director of Street Outreach

Bio

Gavin works to reach both the homeless and at-risk communities, providing a range of services, resources, treatment, and care to those in need. As the director of I.T., he oversees and manages all technology systems. Gavin enjoys outdoor activities such as camping and also enjoys reading in his free time.
Elizabeth Alvarado

Elizabeth Alvarado
Street Outreach

Bio

Elizabeth works to reach both the homeless and at-risk communities, providing a range of services, resources, treatment, and care to those in need. In her free time, she enjoys spending time with her family and attending church. She enjoys anything adventurous, such as camping.
Leon Farrell

Leon Farrell
Director of Shower Program

Bio

As director, Leon oversees and manages the mobile shower program, transports the shower trailer, and performs mechanical work on it whenever it is needed. He connects with clients at the shower program. He has been with the company for 7 years and was an original volunteer at TCCC. He enjoys fishing, racing, and spending time with his family during his free time.
Nathan Arbuckle

Nathan Arbuckle
Shower Program

Bio

Nathan works to maintain mobile showers, ensuring they stay clean and operational while connecting with clients in need of shower resources. He was one of the original volunteers at TCCC. In his free time, he gives back to the community. He provides free meals to those in need, is pursuing a pastoral license, works with youth ministry, and previously served as a youth leader at TCC for three years.
Debbie Degravelles

Debbie Degravelles
Shower Program

Bio

Debbie organizes clothes for donation, donates and prepares food for clients, and builds connections to help them rebuild and heal. She was one of the original volunteers at TCCC. In her free time, she enjoys spending time with her family and 10 grandchildren. She also serves and volunteers as a mental health coach at West Valley Christian Academy.
Alicia Alonso

Alicia Alonso
MSW Intern

Bio

Alicia processes client intake forms, assesses the services and resources they qualify for, and helps identify suitable programs through the system. In her free time, she enjoys staying active by going to the gym and hiking, and she also enjoys reading and writing.

Board President

Bio

Guy is a former professional football player, having played for the San Francisco 49ers. His dedication to hard work and teamwork is evident both on and off the field. Guy is committed to using his skills to serve the Tracy community.

Dom Nkunku
Treasurer

Bio

Dom is a Senior Financial Consultant at Kaiser Permanente, with extensive experience in financial management. He holds degrees in Finance from Saint Mary’s College of California and Golden Gate University. His expertise ensures that TCCC remains financially sound and efficient in delivering services.
Stephanie Burrell Hammer

Stephanie Burrell-Hammer
Secretary

Bio

Stephanie is an ordained minister, mentor, and empowerment speaker. She is also a California Licensed Residential Real Estate Agent. Her passion for lifting up the broken-hearted and providing encouragement is evident in her work with TCCC.
Jim Osburne

Jim Osburne
Legal Advisor

Bio

Jim is a 30-year Navy veteran and retired Captain. After his naval career, Jim pursued law and now works to protect the rights of those in need. His legal expertise is invaluable to TCCC.
Wayne Templeton

Wayne Templeton

Bio

Wayne holds degrees from Trade Technical (L.A.), USC, and UC Davis. His experience as a Labor Representative, Tax Investigator, and L.A. City Schools Police Officer, combined with his involvement in New Creation Bible Fellowship, make him a valuable asset to our team. Wayne serves as a Deacon, Teacher, and Community Liaison at his church and is committed to making a positive impact in Tracy.

Steve has dedicated his retirement to helping those less fortunate. He is committed to providing not only basic necessities but also the resources needed for individuals to overcome challenges.

Barbara’s lifelong passion for serving the needy started as a teenager. Today, she enjoys volunteering at TCCC to help address the housing and homelessness crisis in Tracy.

Bio

Debra retired after a 34-year career at AT&T and is deeply involved in community service. Her leadership roles in various ministries and organizations reflect her commitment to serving those in need.

Bio

Gary retired from the transportation industry in 2018 and has since dedicated his time to community service, working with local government and nonprofits to advocate for those in need.
Navi

Navi Kahlon

Bio

Navi Kahlon serves as a dedicated board member of the Tracy Community Connections Center (TCCC). With a deep commitment to uplifting vulnerable populations, Navi brings her experience from a wide range of community service initiatives to her role at TCCC. Previously, she served as a board member of the Tracy DARE nonprofit, educating youth about the dangers of drugs and alcohol. Her passion for community service also includes her volunteer work with Brighter Christmas, where she helps bring food and toys to Tracy families in need, and United Sikhs, where she supports monthly community cleanups in our city. Navi’s leadership and dedication to community welfare make her a valuable advocate for those TCCC serves.
Peter Claffey

Peter Claffey

Bio

A Philadelphia native, he served in the U.S. Navy from 1967 to 1976, completing two tours in Vietnam. Following his service, he dedicated over 35 years to a career as a Printing Systems Engineer, providing support and training on both national and international levels.

In 2017, he partnered with Steve Thompson and the Tracy Community Connections Center (TracyCCC) to establish a shower program for the homeless. By 2018, he helped launch a portable shower trailer to expand these efforts.
